Recently, I read in an online community that an electric eel can be raised as a pet in an aquarium. They are hardy fish therefore it is not very difficult to raise but they are also big creatures so you need a very large tank, possibly a tank size of of 200 gallons. They also eat fish, therefore, you cannot have another species of fish in the tank. If you want to raise more than one eel, you need a very big tank. Have you tried raising an electric eel as a pet?
